The journal the Korea Post has published an extensive article on the structural reforms carried out on improvement of the judicial system in Uzbekistan.

The article notes that an important component of a democratic state is a strong and fair legal system, which provides guarantees for the protection of the rights and interests of citizens, in turn, creates the conditions for prosperity and progress of the country.

"In Uzbekistan, taking into consideration of national circumstances and international best practices, the liberalization of legal system and economy, democratization and modernization of the state have been gradually conducting. In the first phase of reform the legislative framework of legal proceedings, truly independent, independent judicial system were laid, in particular such universally recognized principles as the presumption of innocence, the right to protection, competition and the publicity of the trial have been fixed and developed", - says the publication.

Informing readers about the further development of the sphere, The Korea Post reports that in Uzbekistan, the Constitutional Court had been established, ensuring the compliance of acts of the legislative and executive authorities with the Basic Law of the country. In addition the system of economic courts and courts of general jurisdiction has been also created.

It is emphasized that the adoption of the new edition of the Law "On Courts" becomes an important step in the liberalization of the judicial sphere which draws on the experience of reforming the judicial system, accumulated over the years of independence.

"In accordance with this document there have been created effective mechanisms for the implementation of the constitutional principle of separation of powers and independence of the court as a full-fledged independent branch of government, and the judicial system is completely taken from the control and influence of the executive power. At the same time, it was fixed specialization of courts in criminal, civil and commercial matters, as well as the appeal procedure for consideration of cases has been introduced and the court of cassation has been reformed"- writes the South Korean newspaper.

The newspaper also reported that, in the framework of the active implementation of modern information and communication technologies in the courts activities, improving judicial proceedings efficiency, the large-scale measures have been taken on the establishment of information systems and resources in courts, expand the scope of the provision of electronic services to businesses and the public and, most importantly, the introduction of electronic proceedings which has been successfully applied in many countries.

In the publication it is also given a high assessment for Uzbekistan’s efforts to humanize the criminal and criminal procedural law. In particular, it is noted on the effective implementation of the institute of reconciliation in practice, particularly reflecting the mentality of the Uzbek people and embodying such a truly national features and traditions as generosity, compassion and the ability to forgive.

"The Concept of further deepening democratic reforms and formation of civil society in the country which was developed by President Islam Karimov, has marked a new stage in providing complete and reliable protection of human rights and freedoms in Uzbekistan. This document identifies a series of measures to expand the scope of application of "habeas corpus" institute, the further development of mechanisms to ensure the independence, objectivity and impartiality of the court, enhancing competitiveness in the trial, liberalization of criminal legislation, improving the level of legal culture of citizens”,- informs the journal.

In general, the judicial and legal reforms consisting the ideas of humanism, reports The Korea Post, have strengthened the foundation of the young independent state in Uzbekistan. Their results are key to peace and stability, progress and prosperity, and most importantly - well-being and happiness of every citizen of the republic.
