The election campaign – an important process

The interim report of the Election Observation Mission of the OSCE Office for Democratic Institutions and Human Rights on the Early Presidential Elections in Uzbekistan studied the campaign work on this socio-political event, reports “Dunyo” IA correspondent.

Since the organization and conduction of election campaigns is a voluntary work of political parties, the involvement of election commissions in this work is a task that is not inherent in them.

The use of public resources is prohibited during the election campaign. For example, civil servants, if they are not proxies, as well as the military, employees of religious organizations, and judges, are prohibited from engaging in election campaigns.

To prevent unreasonable delays in the timing of the announcement of election results, the deadlines for appealing against decisions of election commissions have been reduced from 10 to 5 days.

Another important innovation. To ensure transparency in the use of funds allocated for the election campaign, a procedure has been established for announcing the results of an audit of pre-election, interim, and final financial reports and an audit of the activities of political parties by the Accounts Chamber.

One of the most painful issues regarding elections was that voter lists for polling stations abroad used to be compiled based on information provided by the heads of these consular list institutions. As a result, to a certain extent, the electoral rights of citizens were limited.

In this regard, with the introduction of amendments and additions to the electoral legislation, a procedure has been established for entering citizens of Uzbekistan into the list of voters who temporarily reside abroad, regardless of whether they are registered or not in consular records. The legal basis for voting using portable ballot boxes has been created for voters.
