Tashkent introduces a new procedure for interaction between the state and business entities

This is stated in the Decree of the President of Uzbekistan “On measures to conduct a legal experiment to implement investment projects and improve urban infrastructure on the basis of mutually beneficial cooperation between the state and business entities in the city of Tashkent,” a Dunyo news agency correspondent reports.

In accordance with the document, by January 1, 2027, in Tashkent, as a legal experiment, a procedure for implementing investment projects and improving urban infrastructure based on mutually beneficial cooperation between the state and business entities will be introduced.

As part of improving the efficiency of accounting and use of property owned by hikomyats of the city of Tashkent and districts, as well as enterprises and institutions within them (municipal property), from October 1, 2023, data on municipal property of information systems of the Ministry of Justice, the Agency for State Assets Management, the Agency on the cadastre, the Tax Committee and other state bodies are loaded into the integrated program "Digital Tashkent" through the mutual integration of these systems.

From January 1, 2024, the khokimiyat of the city of Tashkent, based on the proposals of the project offices of the Joint Stock Company "Tashkent Invest Company" (hereinafter referred to as the Company), determines key performance indicators for each municipal property, monitoring of their implementation is carried out by the Company.

The minimum rates of rent for the use of state-owned real estate located in the city of Tashkent, as well as the amount of rent paid by business entities in small industrial zones, are determined by the Khokimiyat of the city of Tashkent on market principles annually until December 31. According to the Decree, the amount of rent should not exceed 1.3 times the minimum rent amount established in the previous year.
