Senate of Oliy Majlis of Uzbekistan approved a law “On introduction of changes and amendments to some legislative acts of Uzbekistan directed at further strengthening reliable protection of private property, subjects of entrepreneurship and eliminating barriers for their speed development”.
The law was developed in order to realize a presidential decree “On measures on ensuring reliable protection of private property, small businesses and private entrepreneurship, eliminating barriers for their speedy development” from 15 May 2015.
The document envisages introduction of changes and amendments to over legislative acts, which are related to all aspects of doing business – from registration to doing business, interaction with state bodies and protection of interests of businesses, as well as liberalization of responsibility.
The law strengthens responsibility of state bodies for illegal interference to the activities of the business entities.
The document also introduces a rule, according to which person, who committed tax evasion crime, will not be attracted to responsibility and criminal case against him will not be opened if he fully pays damages to the state, fines and other financial penalties within 30 days after the discovery of the crime.
The document also transferred responsible for illegal business activities and the violation of trade rules, but committed in a large scale, from criminal to administrative jurisdiction.
According to amendments, inspection of the activities of micro, small businesses and farms can conducted once in every four years, and other economic entities – once in every three years.
The amendments also create a single register of privileges and preferences at the Single portal of interactive government services. This allows entrepreneurs to timely learn about the available benefits provided to them by law, and freely use them.
Senators noted that the document will create reliable protection of private property and eliminate barriers for development of entrepreneurship in the country.
