RESULTS OF ACTIVITIES IN THE FIELD OF INFORMATION TECHNOLOGY AND COMMUNICATIONS IN THE FIRST HALF 2015

A meeting of the Board of the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan, which summed up the development of information technologies and communications in the first half of 2015.

It was attended by the heads of departments and divisions of the Ministry, joint stock companies, enterprises and organizations of information technologies and communications. For managers and representatives of regional enterprises in the participation was provided through video conferencing.

Speaking at the meeting noted that during the reporting period the enterprises of rendered services of communication and information on the 2.17 trillion. soums (growth compared to the same period in 2014 amounted to 25.4%), including the public services provided 1.5 trillion. soums (growth - 23.5%).

Computer programming services rendered in the amount of 110.1 billion soums (growth compared to the same period in 2014 amounted to 12.2%),

The overall rate of use of international information networks has increased by 30% compared with the beginning of 2015 and amounted to 21.25 Gb / s.

Number of ports established to provide fixed broadband access to the Internet, brought to 699,300, while the number of the ports has increased by 21.4%.

The state of operation of ports to provide broadband telecommunications services in the regions. The necessity of a rational and universal port operation for the provision of broadband access technologies FTTx, as well as the improvement of technical services for rapid response to treatment of consumers of telecommunications services.

Tariff for operators and Internet service providers to be connected to the International Center for packet switching, reduced to 206.97 dollars. United States for 1 Mbit / s, which is 20.2% less compared to the beginning of 2015, as compared to the same period in 2014 year by 32.5%.

Phased transition to digital television broadcasting is being carried out, the current level of coverage of digital TV increased to 54%. Until the end of 2015 is planned to install 19 digital TV transmitters and bringing coverage to 70%.

The number of domains registered in the zone UZ, today exceeded 21.86 thousand.

Today the implementation and development of "e-government" and information and communication technologies is relevant and important direction. At the meeting it was noted that as a result of work in this direction to date have been achieved certain results. Including: - a portal of open data (data.gov.uz), it allows to get adapted to the public socio-economic, socio-political information, and it placed 464 kinds of data sets of ministries and departments;

— On a single portal of interactive state services since the beginning of the year sold 19 types of services, the total number of interactive services has exceeded 249 species as a result of population and public authorities to businesses provided more than 274 thousand services. With the creation of the facilities on a single portal 55% of its users are entrepreneurs;

— Separate portal for discussion of adopted legal documents and development projects for business (regulation.gov.uz) created, so far more than 270 suggestions and comments suggested for more than 144 legal documents.

Currently, the site www.software.uz - national directory of programmers and software products registered a 1706 units of software products and 159 companies, software developers.

In accordance with the provisions of the Head of State on the implementation of information and communication technologies in the real sector of public companies, associations, large business enterprises implemented 86 projects for implementation of information systems and software products the total value of 336 billion soums. Have already implemented 41 projects worth a total 24 billion soums.

The meeting also discussed issues of training in the field. It was noted that in March of this year, 12 professors and teachers of the Tashkent University of information technologies focused on advanced training in leading universities of the Republic of Korea.

In 2014/2015 academic year, the university established 62 teaching special subjects in foreign languages.

In TITU number of personnel with high scientific potential as of the II quarter of 2015 amounted to 229 people.

At the end of the 1st half of 2015 the training center "E-government" of TUIT 14,500 trained and training courses on introduction of "electronic government" trained 1,340 employees of the state and economic management.

Training centers at other higher education institutions in the reporting period trained 2,180 employees of the state and economic management, member of the Cabinet of Ministers.

The number of computerized postal facilities as of January 7, 2015 totaled 1729, the number of workstations has reached 2856, an increase of respectively 1.2% and 6.4%. The system of electronic money transfers was enlarged with a total of 1723 jobs of postal service connected.

At the board meeting separately reviewed the progress of the tasks assigned to the Ministry and its enterprises in accordance with the President of Uzbekistan scheduled program of reform, diversification and structural transformation of the economy in 2015-2019.

Also, special attention is paid to issues of executive discipline, the status of implementation of tasks set out in the framework of the state programs, management decisions, and the Government of the Republic by relevant enterprises and organizations of the sphere.

Along with these issues of state of the work with citizens has been considered. Within six months, all the enterprises in the sphere received 2147 appeals.

At a meeting of the board members identified the tasks before the end of this year. Among them are primarily:

— Measures to ensure the full utilization of the interdepartmental "Ijro intizomi" Executive Office of the Cabinet of Ministers, ministries, state committees, provincial, territorial departments and agencies and offices of business associations, public authorities in the field;

— Provision of implementation of the State program "Year of attention and care for the senior generation", in particular, the creation of electronic accounting system of sanatorium rehabilitation of war veterans and labor front of 1941-1945, the creation of a special information system "Protez" for accounting software disabled orthopedic and rehabilitation facilities, as well as in cooperation with the Foundation "Nuroniy" the creation of a dedicated internet portal "Nuroniy.uz";

— Implementation of measures within the framework of the development of "e-government", namely, the end of the year to ensure the implementation of important projects for the creation of a database of legal entities and individuals, the implementation of information systems, cadastre and property registration systems "Tadbirkorlik", "Notary";

— Provision of up to 1 September of the current year the total formation of the Unified Register of public services, shapes and forms;

— To provide practical assistance to ministries and agencies operating in the framework of the concept of "one window" to optimize administrative processes by reengineering activities and changes and amendments to legislative acts, providing connection center "one window" system of interdepartmental information exchange;

— Implementation in a single portal of interactive government services 20 priority interactive services to businesses.

Also identified the challenges ahead in the field of telecommunications. Among them:

— On the basis of the investment program in 2015 at the national level to fully implement the plan on laying fiber-optic lines stretching 1800 km;

— Increasing the number of fixed broadband subscribers;

— The gradual development of mobile communication networks based on voice technology (2G GSM), data (3G UMTS) and high speed data (4G LTE) in Tashkent, in the regional centers and other settlements;

— Project development of digital television: the import of transmitters (19), until the end of the year to bring the coverage up to 70%;

— To establish a government and economic management to businesses opportunities for meetings by videoconference, remote seminars and other events until the end of the year to put into operation in regional centers 13 multimedia studios.

Following a discussion of the issues raised at the meeting of the Board decision, which sets out practical measures for the further development of information technologies and communications to the end of 2015.
