New edition of the draft of the Law "On electronic commerce"

A regular session of the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan took place on April 15. Deputies considered a number of bills aimed at further improving the socio-economic sphere, strengthening of international relations, reports IA UzReport.

Parliamentarians began their work with a discussion of the second reading of the new edition of the Law "On electronic commerce", introduced to the Legislative chamber of the Cabinet of Ministers of the Republic of Uzbekistan as a legislative initiative.

It was noted that this draft law was developed in the light of the tasks at the meeting of the Cabinet of Ministers dedicated to the results of socio-economic development of the Republic in 2013 and the most important priorities of economic program for 2014.

In the process of preparation of the bill, established under the Committee on information and communication technologies, the working group with the participation of scientists, highly qualified specialists and experts held more than 10 events, public discussions. In addition, the text of the bill was published on the official website of the Legislative chamber and legal information portal "norma.uz”. Based on the received proposals, the bill was improved and completed, at that the positive experience of legislative regulation of the developed world studied.

At the meeting it was noted about attention paid to the wide implementation of information technologies in the activity of state bodies and economic entities, as well as in the daily lives of citizens. In particular, thanks to the implementation of new types of banking services, electronic payments, further simplification is achieved in the order of payments.

Being adopted bill will create additional conditions for the development of entrepreneurship and improve the business environment, will contribute to the further development of e-Commerce, implementation of modern information and communication technologies in e-commerce, facilitation of transactions, the establishment of legal mechanisms for implementation and protection of the rights of participants in electronic commerce.

The discussion of this legal act passed in the format of interesting and free discussion based on the views of experts, the business community, academics and community representatives.

After an article-by-article discussion, the responsible Committee was entrusted to finalize the draft law and submit it to the deputies in the third reading.

The deputies also discussed the draft laws on the ratification of several international documents and other matters within the powers of the house, the Information service of the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan reported.
