Uzbekistan’s State Committee for Nature Protection has conducted a series of seminars for the interpretation of the essence and significance of the laws on the protection and use of the fauna, and on the protection and use of the flora in the new edition.

The event was attended by officials of ministries and agencies, including environmental institutions, ecologists, scientists and educators, representatives of NGOs, local authorities and the media.

Passed in September 2016, the aforementioned laws have been cardinally updated, supplemented by dozens of new articles. The amendments made are aimed at the specification and identification of the basic directions of government policy in the field of protection and use of the flora and fauna, as well as the delineation of powers of state agencies. They also indicate the tasks of participating government bodies, NGOs and citizens in the sphere of protection and use of flora and fauna.

The laws define the concepts of bоtanical gardens and dendrology parks, and their purposes, tasks and regulations governing their creation. The concept of "bоtanical collection" has been introduced, licensing documents and registration rules for its establishment, the duties of legal entities and individuals in this regard have been identified.

The seminars emphasized that the disadvantage of the previous version of this law was a large number of reference regulations.

During the event lively exchange of views took place between the representatives of civil society and the State Committee for Nature Protection on the implementation of public environmental monitoring in the field of biodiversity conservation, strengthening of state and public measures aimed at the prevention, detection and restraint of violations of the legislation in the field of environmental protection and rational use of natural resources.

There was also touched upon sensitive issues on the interaction of the authorized state bodies in the sphere of protection of fauna with civil society bodies, NGOs, citizens, public inspectors of environmental control.

It is important to note that the working group was established in the State Committee for Nature Protection to implement the law on the protection and use of the fauna, and on the protection and use of the flora.
At its first meeting held a few days ago it was emphasized the need for an inventory of existing normative-legal acts in compliance with the adopted laws, drafting of resolutions of the Cabinet of Ministers which determines the order of creation, replenishment, storage, use and state registration of zoological collections, the revision of the conduction principles of hunting and fishing activities.
