Information Report on the establishment of a parliamentary majority - Block of democratic forces in the Legislative Chamber of Oliy Majlis of Uzbekistan

On March 14 at the Legislative Chamber of the Oliy Majlis held a joint meeting of the faction of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan and the Democratic Party of Uzbekistan "Milly Tiklanish", at which discussed the issue of forming a bloc of democratic forces in the lower house of parliament.

The meeting stressed that the process of democratic modernization of the country, on the basis of the constitutional principles of separation of powers and democracy, carried out extensive work on the formation of meeting modern democratic requirements of the parliamentary system, enhance the role and place of the Oliy Majlis of the Republic of Uzbekistan in the system of state power, the formation of effective mechanisms of checks and balances between them.

Great importance in the development of parliamentarism in Uzbekistan have adopted in November 2010 by the Parliament Concept of further deepening democratic reforms and formation of civil society in the country, as well as carried out in 2010-2014 on the basis of its constitutional and legislative reforms.

For the first time in the history of constitutional development in the Basic Law Institute secured parliamentary and public control mechanisms for their implementation. Of course, the most important prerequisite of constitutional reforms, a crucial condition for their implementation have become an increasing maturity of the political parties, the efficiency of their factions in the Legislative Chamber, as well as increasing level of legal, political and legal culture of our citizens.

Recent amendments to the Constitution of the country, greatly expanded the powers, the possibility of the supreme legislative body in the formation and implementation of internal and foreign policy, have greatly increased the role and importance in the organization of work of the Parliament presented in its political parties.

Taking into account the closeness of the positions and program settings UzLiDeP and DPU "Milly Tiklanish" on major issues of economic, political, humanitarian and judicial-legal sphere, as well as to bring together in the effective implementation of the objectives modernization and democratic renewal of society, the Joint Meeting accepted decision to establish a bloc of democratic forces, consisting of fractions of these two parties in the Legislative Chamber, which will be in the Legislative Chamber of the parliamentary majority.

The legal basis for the creation of the unit is Article 2 of the Constitutional Law of the Republic of Uzbekistan "On strengthening the role of political parties in the renewal and further democratization of state governance and modernization of the country", which provides for the possibility of formation of the parliamentary majority, which can be several factions of political parties, creating block based on proximity or coincidence of their program objectives.

This practice is widely used in the parliaments of the developed democratic countries.

The meeting noted that the experience of the Democratic Bloc in the previous session of Parliament showed that the consolidation effort factions that have a majority of votes, enhances the efficiency of the factions of political parties in parliament, as well as contributes to the solution of priority policy objectives set out in their election platforms.

At the same time noted the need to identify as the main objectives of the Bloc of Democratic Forces efficient implementation of the organizational and legal measures, legislative, control and analytical work of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan for 2015 and subsequent years.

This includes the initiation and promotion of legislation vital to the modernization of the country, to protect the rights and freedoms of individuals, preservation of national traditions and values, as well as for the efficient and successful implementation of the tasks of deepening economic reforms, improving the legal framework for the protection of private property, the business case.

Block democratic forces will act on the basis of an agreement on cooperation between the factions of the two parties. Fractions parties united in the block, along with a preliminary discussion and development of an agreed position on them retain the right to act in accordance with their program goals and objectives.

Following the discussion, signed a bilateral agreement providing for the basic conditions and priorities for joint action faction of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan and the Democratic Party of Uzbekistan "Milly Tiklanish."

The leaders of the parliamentary factions gave detailed information about the goals and priorities established in the lower chamber of the Oliy Majlis of the Bloc of Democratic Forces and its priorities. Journalists received comprehensive information on all matters of mutual interest.
