					MPs reviewed a new edition of the draft Law “On the protection and use of wildlife” at the plenary session of Legislative Chamber of Oliy Majlis in its second reading.
During the clause-by-clause discussion of the document the MPs stressed that its adoption was predetermined by the need of legal regulation of mechanisms for the protection and use of wildlife, which has not yet been fully regulated at the legislative level.
It provides for comprehensive protection of the gene pool of wild animals as an integral part of biodiversity. It clearly defines the powers of state bodies and their functions are delimited. Particular attention is paid to the consolidation of the rules concerning the participation of self-governing bodies of citizens, NGOs and citizens in the implementation of practical measures aimed at the protection and sustainable use of wildlife.
The draft Law has been discussed in the bodies of government administration, civil society institutions, leading specialists and researchers, as well as in mass media, as a result of which the essence and content of this legal act were delivered to the attention of the broad public. This document was reviewed and discussed at the meetings of the Block of democratic forces and opposition factions in the Lower Chamber of Parliament, at which they formulated their stances.
“Special attention in the draft Law is allocated to detailed provisions and reduction of reference rules,” says member of the Commission on the issues of ecology and protection of environment J. Atajanov. “They specify the types and ways of wildlife use and the procedure of undergoing through the licensing process in this area.”
The draft Law was approved by the deputies and forwarded to the Senate of Oliy Majlis.
Also discussed was a draft Law envisaging the introduction of changes and amendments into legislative acts of the Republic in connection with the adoption of the Law “On Parliamentary control”. It provides for further improvement of norms and procedures.
At the end of the debate the MPs adopted the bill in first reading. The relevant Committee was mandated to prepare it for the second reading with consideration of submitted proposals.
