BILLS AND PUBLIC OPINION

At the Legislative Chamber of the Oliy Majlis Committee for Democratic Institutions, NGOs and Civil Society organized a round table on "The organizational and legal frameworks of the public examination of bills."

Chairman of the Committee of the Legislative Chamber of Oliy Majlis for Democratic Institutions, NGOs and Civil Society A. Saidov, head of the department of the Ministry of Justice H.Hudoyberdiev, project manager of the Independent Institute for monitoring the formation of civil society G.Hotamova and the others noted that carried out under the guidance of President Islam Karimov democratic transformation and renewal expand the terms of reference of the Parliament.

The Constitution was amended accordingly, the separation of powers into legislative, executive and judicial branches plays an important role in the formation of the system of checks and balances. At the same time, the constant attention is paid to further improvement of the organizational structure of parliament.

As it was noted at the event, the purpose of public examination is to increase participation in the discussion of draft laws concerning the interests and social rights of the population, civil society and the public, bringing to the public the nature and contents of the bill and, in general - the improvement of legislation.
At the event it was discussed the experts draft regulations "On the procedure for organizing and conducting by Legislative Chamber the public examination of bills," the legal basis for the organization and conduct of public expertise, relevant national and international experience.

Factions of political parties, the experts committee were actively involved in the development of this bill. Scientists and experts of the National Centre for Human Rights, Tashkent State Law University, the Council of Federation of Trade Unions, the National Centre for Social Adaptation of Children, public welfare fund "Mahalla" and other public organizations expressed their opinion on the draft bill.
